Seems to me they COULD effectively secede if they really wanted to. Their anger at unfunded federal mandates and getting orders from the federal government that generally violate the 9th and 10th Amendements is justified. But it's an easy thing to basically "opt out". For most of the federal mandates, the only enforcing power is the threat to withhold federal funding for other things. So, fine. Be independent. Tell the feds to keep all of their money and all of their rules and just be an independent state. You wouldn't even have to go to the trouble of seceding.
I doubt they'll do it, though. Everyone wants the money, after all.
